Flag Protocol Policy
Policy Statement
The Navy League of Canada recognizes that flags are symbols of national pride, organizational identity, and maritime tradition. The proper display, handling, and ceremonial use of flags is essential to reflect respect, professionalism, and adherence to Canadian and Navy League protocols.This policy establishes the rules and guidelines for all flag-related activities within the Navy League of Canada, including Branches, Divisions, Royal Canadian Sea Cadet Corps and Navy League Cadet Corps.
Purpose
The purpose of this policy is to:- Ensure the respectful display and use of the Canadian flag, Navy League flag, and other authorized flags;
- Promote uniformity and consistency in ceremonial procedures;
- Preserve the dignity of all flags under Navy League care; and
- Support education and training in flag etiquette among members and cadets.
Authority
This policy is issued under the authority of the National Board of Directors of the Navy League of Canada and is aligned with:- The National Flag of Canada Etiquette (Government of Canada);
- Ceremonial traditions; and
- Applicable municipal and federal flag legislation.
Authorized Flags
The following flags are authorized for display in Navy League activities:- National Flag of Canada
- Provincial or Territorial Flags
- Navy League of Canada Flag
- Navy League Cadet Corps Flag
- Royal Canadian Sea Cadet Corps Flag
General Display Guidelines
1. Flags must be displayed in a clean, undamaged, and unfaded condition at all times.2. The National Flag of Canada shall take precedence over all other flags.
3. Flags shall never touch the ground, floor, or water.
4. Flags must be flown from a flagpole in accordance with standard height and attachment protocols.
5. Flags may be displayed indoors or outdoors at Navy League facilities, training sites, and public ceremonies in accordance with this policy.
Flag Order of Precedence
When multiple flags are displayed together:1. National Flag of Canada – highest precedence, flown in the position of honour.
2. Provincial or Territorial Flags – second, after national flag.
3. Navy League of Canada Flag – third in precedence.
4. Navy League Cadet Corps or Sea Cadet Corps Flag – fourth in precedence.
Notes:
- When flown on the same pole, the National Flag must always be at the top.
- When displayed on separate poles, the National Flag should occupy the position of honour (to the observer’s left).
Ceremonial Use
- Flags shall be presented or raised with proper ceremony at all official events, including parades, award presentations, and formal gatherings.
- Cadets and volunteers shall be trained in proper flag-raising, lowering, and folding procedures.
- Flags should never be used as a covering, tablecloth, or decoration except in authorized ceremonial contexts.
- Flags are to be lowered slowly, with respect, at the end of the day or ceremony.
- Retired or damaged flags must be disposed of respectfully.
Flag Handling Responsibilities
- Branches and Corps Officers: Ensure all flags under their care are maintained, displayed, and stored properly.
- Cadets: Shall learn and observe proper flag etiquette during training and ceremonies.
- Division: Monitor compliance and provide guidance on flag protocol.
- National Office: Maintain policy oversight, provide official Navy League flags, and update ceremonial procedures as required.
Breaches of Protocol
Any breach of flag protocol or misuse of Navy League flags shall be addressed promptly.Training and Education
- All new officers, volunteers, and cadets shall receive instruction in Navy League Flag Protocol.
- Annual refresher training shall be provided to reinforce proper ceremonial practices.
- Training materials shall include instructions for raising, lowering, folding, and storing flags.
Review
