Maritime Affairs

Advocacy

Ever since The Navy League of Canada was formed in 1895, we have kept watch over Canada's oceans, lakes and rivers. From time to time, we will provide the government with recommendations which we deem to be prudent for the responsible and sustainable stewardship of our marine resources. This can include Defence, Fisheries & Aquaculture, Industry, Tourism, Trade and Environmental Protection.

At present, The Navy League of Canada is recommending a series of measures to reform procurement practices for our government fleets.

Our most recent paper, Military/Naval Procurement in Canada: A Flawed Process (Published by the CDA Institute) examines the history of naval procurement in Canada and provides recommendations to ensure the process is effective, efficient and responsive to the needs of Canadians.

Bill Graham and Gordon O'Connor

The Hon. Bill Graham and the Hon. Gordon O'Connor have a friendly discussion during Navy Appreciation Day 2006. This Navy League event received support from all parties in both the House of Commons and the Senate of Canada. The Hon. Dr. Keith Martin and Vice-Admiral Robertson, the Chief of Maritime Staff, can be seen in background.

Canadian Naval Review

On January 7th, 2009, the Navy League submitted a proposal to Government to provide an additional 4.5 billion dollars in funding to complete procurement of the Joint Support Ships and Arctic Offshore Patrol Ships for the Navy and the Mid-Shore Patrol Vessels for the Coast Guard.

Our Navy Appreciation Day reception was held February 25th, 2009. In addition to a successful reception we met with MPs and Senators from all parties to discuss Canada's Shipbuilding Crisis, and recommend measures for Procurement Reform and A National Shipbuilding Plan. Look for more details in the near future.

Additional Issues:

  • Joint Support Ship Procurement - The Navy League of Canada urges our government to fully fund the Joint Support Ship Project to procure a minimum of 3 ships with full capabilities.
  • Maritime Security - The Navy League of Canada urges the government to invest in our national marine security enforcement capability to protect Canada’s oceans, ports, and inland seaways.
  • Naval Capabilities - he Navy League of Canada calls upon the government immediately undertake to procure a minimum of twenty new surface warships at a nominal rate of one per year over a twenty year period.
  • National Shipbuilding Plan - The Navy League of Canada calls upon the government to develop and implement a National Shipbuilding Strategy with a 20-year Ongoing Procurement Plan and stable annual funding.
  • Canada: An Incomplete Maritime Nation. This comprehensive document examines all aspects of Canada's ocean use. In our next update to this paper, we will examine what has changed since 2003 and provide new recommendations for the responsible stewardship of our national marine systems.
