Understanding the MOU
Introduction
On Dec 1st, 2005 The Navy League of Canada signed a new Memorandum of Understanding (MOU) with the Department of National Defence (DND) regarding delivery of the Royal Canadian Sea Cadet Program. This MOU clarifies the roles and responsibilities of each partner, and will help improve the level of service we offer to 240 (and growing) Canadian Communities.

When does the MOU take effect?
The MOU was signed on December 1st, 2005 and takes effect on July 1st, 2006. However, as Navy League and the DND prepare for the MOU to take effect, its principles should be used to resolve any ongoing partnership issues.
Who is responsible for Division and Branch compliance?
Ultimately, the National Board of Directors is responsible for ensuring compliance with the MOU. However, this can only happen with the full support of Division and Branch Presidents and indeed all our members. This is why we have developed Implementation Guides and Workshops - to help you understand how the MOU impacts your Branch and Corps.
Is it as binding on the uniformed side as it is to the NLOC?
Yes, the MOU is an agreement that has been signed by the National President and the Vice Chief of Defence Staff. It applies equally to both partners and ensures each can work to the maximum benefit of our cadets.
Is there a mediation or arbitration process for extremely difficult cases?
We expect that most issues can be dealt with at the local level, using the principles of co-operation, communication and negotiation. However, should these fail; there is a formal process that can be implemented to resolve issues. Please do not hesitate to contact your Division for assistance.
Is it possible to revise it at a later date?
Yes, the MOU will be re-visited on an ongoing basis to ensure that both partners continue to deliver the best program possible. A national working group, consisting of the three Leagues and DCdts staff, will periodically review proposed amendments.
